The OS of my equipment is Windows CE 4.1,and it run on a industry control device. The technical supporter of the company tell me that only SDK for EVC4.0 is provided, so I have to use ICE-E1.2 in EVC4.0. Thanks.

The simplest thing would be to convince your supplier to give you a version that works with VS2005 (The build system is MUCH better than EV4.0).
If this is not possible, then you could proceed with an older version that does support EV 4.0 or sponsor us to support EV 4.0 with the current version. Note that if you proceed with an older version we do not provide free support for anything other than the current version, therefore for support you would have to purchase a commercial support contract.
