    Unset ICE_CONFIG when running tests

I was re-installing Ice on Windows XP, and everything was going fine, but then I failed the federation2 test. It turns out I had ICE_CONFIG set and the config file had Ice.Trace.Network=2. The extra output caused the test to fail.

I don't know if it would be practical to warn the user or to have the TestUtil.py unset potentially problematic variables, but I just thought I would mention the issue.

    All the best,
    Edward
